In Georgia, if a car is a total and the owner wants to fix it, you can still have a regular title, BUT you have to get the GBI to do an inspection on the car to make sure it was done right. Without that though, yes, he may have to have a salvage title. I cannot see him not having it inspected, because certainly he wants it fixed right.
