Everybody who's in business, is in business to make money, the setup time to do just one don't pay very well in contrast. But every good shop would do one, they might charge a bit more per, like anything else.....if You would've needed a cylinder sleeved, would they sleeve all of them?? If so look for another shop, if "most", in Your area won't do it.
