In most, if not all states it is illegal to sell a car without a title. However most states do have a method of obtaining a title, but it can be challenging and expensive.
I have purchased vehicles without titles. I bought my 66 Valiant from a salvage yard with no title, just a bill of sale. It was going to be a low dollar drag car, and never be tagged. A couple of years ago I decided to try and make it road worthy, and would need a title. Took about 3 months, and about $400 but I have a valid Florida title.
PS: The title cost more than the car.
