How in HECK to you figure HP on a B&S engine?

My craftsman is a torque rating (18.5?) but I think I'd rather have a torque beast to swing the big blade instead of a high rpm screamer as it doesn't get above 3000? I have a wimpy snowflake electric mower picked up for free amd that thing is a pos. 24v out of 2 UPS batteries in series spins a light blade that can barely cut the tops of the dandelions and bag them . I was going to use the motor for a bike electrification but have not attacked it yet as its really a wimp.
I have a 196 CC engine that is rated at 6.5 hp. Going to use it to build a "hybrid" handi cap scooter. The scooter uses two 12 volt lawn mower starter batters in series (24V), and doesn't have a lot of range. Going to couple the engine to a 24 volt GM alternator to keep the batteries charged up. I built one about 15 years ago, for "proof of concept, and it worked well on smooth ground. But the engine I used was for stationary use and the carb didn't like bouncing around on grass or dirt. This way my wife will be able to go to the large car shows, and/or the race track with me.
