I've only lived here just under 8 years but from my experience, nowhere in TX is prepared for cold weather. Hot weather yes, but cold is odd. There really isn't a frostline like we had in the north (4 ft depth). Houses have exposed PVC water lines come out the ground and into the side of the house. Stuff you would never see anywhere "north" so it that sort of stuff we took for granted bites people in the *** down here. I'm guessing it was the above ground exposed parts of the pump.
