I'm betting it's just a 3 pin regulator, pass transistor, and shorted. Should be, as the internet insists, "an easy fix."

If it makes you feel any better, I once had one of the better RadShi.............ack CBs with a supply that did the same thing. No idea how long it sat there before I finally noticed, LOL
