Supply it with switched 12V power and an ECU PWM output. If it makes too much noise, just turn up the frequency until it doesn't; PWM valves run at a pretty wide frequency range. If Holley allows open loop tuning (run X percent duty for Y temperature) start with that until you can get a stable idle. About 90% of "IAC valve issues" are with the fuel table or spark table; you can't use an IAC to band-aid something like too much spark advance at idle.
