I have used M&H radials and bias ply DOT tires with positive results in two of our 4 speed street-strip cars. Qaulity adjustable shocks changed everything.
As far as spinning cold tires on the street is concerned, I race around 13psi amd street drive at 25ish and would not expect serious hook at that PSI.
