1969 Mexican Spec Dodge Dart GTS - 50221Z

Was the Barracuda dash part of the Mexican special in this Dart? Are the gauges metric? I once saw a 67 or 68 Formula S Barracuda that was in southern California that had come from Mexico. It had 3 fender tags.
