They have to use era-correct scoops and they inherently aren't idea. Some cars go faster with them plugged. Typically the openings aren't above the boundary layer especially when they are set back from the front of the hood 'for looks". I'm not sure this answers your question now...I don't know the rules well-enough to know if you can run without a hood etc. I know NO 4500's are allowed.
