Carter TQ - VERY rich at WOT...how to troubleshoot?

I'm sure you've checked and rechecked this, but-
Brass or plastic floats?
Partially flooded brass or partially saturated plastic floats will allow the inlet valves to pop open at a lot less than 5 psi... possibly contributing to your rich condition at WOT.
