That is how we got side reflectors in 1969 on Mopars. in 1968 the government mandated lights on the side. Chrysler found a loophole in the law and came out with reflectors in 1969. Chrysler saved several dollars per car that year. The government shut that loophole down and Chrysler went back to lights in 1970. I read that in a Mopar magazine several years ago.
