Im in the south, unheated garage, temperature fluctuate 40 degrees between night and day and creates a ton of moisture in the garage. That and the car sits in the garage sometimes 6 months without being touched.

When I've seen rusted valley pans, there's always evidence of mice. They seem to like that area and the mice urine is very corrosive.
