Salted sand, dumped on centerline of highway. Really bad.
The purpose of salt is to break the bond of ice to road surface so it can be cleared off the roads. But they leave it. In real cold weather with blowing snow, salt causes snow to stick to roadway. Then it creates a real hazard.
