If you have no luck finding it thru other means, you could get a licensed Private Investigator to run the tag number in the pic. Due to the Privacy Act that was signed into law after 9-11, law enforcement officers aren't supposed to run tags for their buddies anymore. They will get 20 questions from their superiors if they do it outside of a traffic stop. Private Investigators have the same search ability but fall under different rules apparently.
