That shoot is probably the remains of a root that may have run over a rock or a log. As the tree grew, the root rose up with the tree and finally died off after many years. Years ago I took a class in Bonsai, and many of the techniques that we were taught mimic odd things that happen in nature. Root over rock technique is one. You could easily see how a shoot can start downward.
