A propane torch works well (with care) on thick stuff without overheating the metal. It will crumble away with a little persuasion from a putty knife. A 36 grit disc will clean the rest.

When i hard car striped at RediStrip They used a torch like you use for a roof that was hooked to a large 5 gallon tank. one goy went around with a magnet and found filler spots and the other heated it up and then the magnet guy would use a large scraper. It was done this way and then stuck in the stripng tank,then the derusting tank
