Honestly its just easier to drive to harrisburg and go to the office directly. I did that, took in my printed digital pictures, the lady looked at them for maybe 5 seconds total for all 4 pictures. Gave me a number and told me to go stand in the other line. That other line being the line you go to for your new plate :) It might be a pain to do it this way but i know people that had horror stories with sending pictures back and fourth and couldn't get a plate. They go to the office and bam in and out in 15 minutes (depending how busy they are). Plus it wasn't a big deal becuase I know people down that way so I had people to see and places to stay. You could always do it when you go to a show in carlise, its only 20 minutes or so from carlise to downtown harrisburg.
