You will DEFINATLY get into the 11 with some tuning. I have a VERY similar combo going together right now and Im expecting low 11s on the motor.
My 408 in progress:
360, Eagle 4 inch steel crank, Scat I-beams, 10.6:1 compression (heads might get milled to bump it up)
Eddy heads with stage 2 port from RyanJ (Shady Dell Speed Shop)
Air-gap, Holley/Proform 750 dp,
Comp solid roller 248/254 @ 0.05 with 0.576/0.582 lift,
727, 8 inch PTC converter, 4.10 gears, 28x11.5 Hoosier QTP,
3250 lbs with driver.
Keep tuning, you will get there.
