Just received the following from SAN (Sema Action Network) today. PLEASE take some action and voice opposition to this:


California Bill to Require ANNUAL Emissions Tests for Vehicles 15-Years Old and Older; Hearing Scheduled for April 13
Legislation (A.B. 859) reintroduced in the California Assembly by Assemblyman Dave Jones (916/319-2009) to require annual Smog check inspections for vehicles 15-years old and older will be considered by the Assembly Transportation Committee on April 13, 2009. The bill would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars. You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 859.

We Urge You to Call Members of the Assembly Transportation Committee (List Below) Immediately to Oppose A.B. 859

A.B. 859 ignores the minimal impact vintage cars have on air quality.


A.B. 859 could entice vintage car owners into allowing these vehicles to be scrapped.


A.B. 859 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.


A.B. 859 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.


A.B. 859 would increase costs by creating an annual inspection fee for owners of these vehicles.


A.B. 859 represents another attempt by California legislators and regulators to scapegoat older cars.
Please contact members of the California Assembly Transportation Committee immediately by phone to request their opposition to A.B. 859.

Aside from the additional costs, the real killer is that in order to pass the California emissions inspection there can't be any mods like open air cleaners, headers, etc. Back when we had to smog our older cars (66 and newer) I had two fail because they weren't running stock distributers. Right now my Dart would pass because it's all stock and runs clean, but within the next couple of weeks I'll be putting on the headers, Eddy manifold and carb. If this bill passes I wouldn't be able register my car because of those simple mods. Yes, this bill would have a severe impact on the hobby.
 
man that just makes you want to drag then out in the street and run them over with BOTH my mopars!

Yeah, re-reading it it would be an annual inspection for my Power Wagon, my LeBaron (when I get it back on the road), but not the 60s stuff. Nothing like the state mandating the spending of even more money. Some day I may have to go back to every vehicle I own being older than 1976.
 
What can you expect from a state that wants to ban the sale of cars painted black because their air conditioners have to work harder in warm weather. Another reason to be thankful I don't live in cali.

I just noticed that too. That is not so bad. As long as I can still mod my old Mopars all is good.

If I'm reading this part correctly, it will affect pre 1976 vehicles.
 
This is from the Ca Senate website (http://info.sen.ca.gov/pub/09-10/bill/asm/ab_0851-0900/ab_859_bill_20090226_introduced.html):

"44012.7. (a) The department shall incorporate the annual
inspection of motor vehicles that are models which are 15 years old
or greater into the motor vehicle inspection and maintenance program
by January 1, 2010."

Sure sounds like everything 15 years old and older are going to be subject to smog checks if it passes. Assemblyman Keven Jeffries is the son of Dean Jeffries so he was raised in the classic and custom car culture. He is still a big fan of the hobby and strongly opposes SB 859. Hopefully he'll be able to get some support from other members of the assembly.

It's still the wrong legislation at a time when too many people who have to drive older stuff (as opposed to OLD stuff) don't have much money. I'll be able to afford it, but I sure won't like it. I don't plan on modifying my TII LeBaron and the only mod I have planned for my PW is a 4" crank.

It does mention in the press release that pre-76 would still be exempt. I believe, in order to change, the new law would have to specifically repeal the older law to require testing on pre-76 cars.

I have never hered that one ether. Some people don't like CA and attack it when ever they can. Some guy was giving me crap on here before about that whole gay thing. Like I had some thing to do with it. Some people just like to gripe about nothing.

Thanks much for info and clarification - sends a big relief my way. I hadn't seen/heard the press release, just read the bill on the Senate website. So if that holds true with 15 years old and back, but pre 76 exempt, is it primarily targeted toward requiring 77 to 94 (or 95 if enacted in 2010) to have an annual vs. bi-annual inspection, with the latter year increasing each year to cover 15 year old vehicles?
 
i'm afraid before long with this whole "global warming crap" ,this kind of thing will effect all states and all classic cars..........maybe i'm wrong but time will tell

Reminds me of spending the summer of 82 in Missouri - I asked a coworker what there was to do around there, he said "you gotta remember this ain't California where you can just walk down the middle of the street smokin' a joint".
