I couldn't find anything in the actual bill on the senate website stating or even implying that pre 76 vehicles would remain exempt. I really hope I'm wrong and overlooked something, but I read it through twice hoping to find some exclusion.
It does mention in the press release that pre-76 would still be exempt. I believe, in order to change, the new law would have to specifically repeal the older law to require testing on pre-76 cars.
