It does mention in the press release that pre-76 would still be exempt. I believe, in order to change, the new law would have to specifically repeal the older law to require testing on pre-76 cars.

Thanks much for info and clarification - sends a big relief my way. I hadn't seen/heard the press release, just read the bill on the Senate website. So if that holds true with 15 years old and back, but pre 76 exempt, is it primarily targeted toward requiring 77 to 94 (or 95 if enacted in 2010) to have an annual vs. bi-annual inspection, with the latter year increasing each year to cover 15 year old vehicles?
