need help ! ram wiring...

i need a little help here, problem is the trailer wiring on my 2003 ram pickup, it has the factory trailer package and wiring . problem is I only have 7 volts on the turn signal wires. the running lights do have 12 volts. the trailer lights do work when powered up with a battery charger,
this thing is driving me nuts, I have tried the basics (grounds , clean terminals, fuses , etc ) but no luck .. still only 7 volts coming to the plug connector on both turn signal wires... any one run into this befor ?

update ; well so far I have talked to three dealers, not any real help, no one seems to have had this problem... one guy suggest replacing the flasher, doubtful but cheap so i ll try it... second guy thought a new harness was in order...I dont think so .....last guy suggest the turn signal switch at the column.... could it be ?
guess i will see if i can even find the flasher and go from there....

any one have any other ideas? ... thanks
 
I would start by pulling the flasher out and do a pin check, If voltage is low there then you know you need to work further back. also check at the brake switch because if I remember right it goes through there too. both those things are easier to test before you have to spend any money or pull the column apart.
 
It could very well be the flasher. A slight voltage drop is normal. A 5 volt drop is a bit much. Signals flash just slow, and/or dim bulbs ?
 
With my Dakota trailer wiring harness, it was a simple separate harness across the rear of the truck from RH & LH tail lights. Check to see if that is your case. If it is, you could check the voltage there. Maybe some salt or something got in and corroded the connection.

this is a 2003 ram 1500 w/ hemi, all of the fuses and flashers are in a big box in from of the battery, the trailer lights have their own fuses in this huge box. i looked for the flasher , but it seems to be inside the box , and under the fuse board, not easy to get to. i did have the trucks taillights off, cleaned all the connections , but not really any thing wrong with them . the power for the trailer turn signals seems to run from the fuse box on its own circuit. but all of the wires run in a common harness. there isnt much of any wiring under the dash.. it is all up under the hood... it got dark before i got it all apart , i was hoping some body here had this same problem ,to get a better idea of where to go next....thanks ...
