HELP! stripped bolt invovling power steering and water pump

The bolt I was using measures 5 1/4" long... BUT,, I think I have have had too many washers on there, so I was probably only getting a few threads in.. I'll switch to a 5 1/2"
Here is the picture of the pump.. it LOOKS threaded, but maybe it's chewed up?
