I'm not familiar with non-A/C cars - all of mine have had it.
On a '74, is there a separate fresh air vent box like this one shown? If not, the fresh air hole in the floor of the cowl will have to be sealed up VERY WELL to prevent significant leaks (just like the big hole in the firewall shown here for the fan).
