It is not a pressure issue, it is which spool valve is used in the box.
An Imperial has a 'lay a finger on the wheel" spool valve that provides power assist with very little pressure on the wheel.
A T/A needs a lot more input so it has a different spool valve which means you have to apply more pressure to the wheel before you get power assist.
