While understanding being broke, a polisher from the likes of Harbor Freight is cheap. If nothing else, it can be done by hand, but the polisher will yield better results.
I use Meguiar's. Start with polish, follow with glaze, then wax. Ultra Fine steel wool will remove minor surface rust on wheels, tire shine will bring tires back, flat black works great for under carriage. If it was me, I would be tempted to toy with the idea of flat blacking out the wheels, for a more stealth / street bruiser look? Maybe in silver / or charcoal?
