Fresh engine, wiped cam? Tick? (new pics added)

Are lifters suppose to do this? All of my lifters do this!
Watch the inner piece of the lifter move in and out, just by gravity. Is this normal?

They should only do that when they are dry (no fluid build up inside)

you need to do what I had mentioned before,fill a cup up with oil,submerge the lifter and let it sit in the oil for a bit....then take a pushrod and put it in the lifter and try manually pumping the lifter......it should fill up with oil and become extreamly hard to push down.

after doing this the lifter should stay pumped up and shouldnt bleed down and if it does it should take awhile before it does.

if it still rattles or does not build up or is very easy to manually plunge than you have a bad lifter.
