16 seems a tad high, assuming you have cleaned all your battery connections, both on the + and - side and both ends of the cables, also make sure your regulator is grounded well. Normally, if all of your wiring and connections are good, low voltage is alternator and high voltage is caused by regulator.

normal voltage should be 13.5-15.5. so you are probably fine.
