This is a splash shield for the starter. All cars had them.

I use dykes to compress the spring, lightly clamp the cable, pull cable back and unhook. Takes about 30 sec.
As long as they are the correct length and hold the shoe to the backing plate, they will work.

You will need to buy a used '66 PS column. Couplers are not available complete but kits are available to rebuild it.
