If it downshift correctly with rear wire unplugged, then look at the part throttle unlock relay. If a truck, drivers side inner fender panel. If van, not sure where it is. Should be 4 wire relay with 1 blue wire. The blue wire is the 1 that goes to the back of the trans.
i had that happen in a griner transbrake. turned out 1 of the balls was bad. in a 727 vb, there are 2 balls that are slightly different in size. possibly in the wrong channels. but i agree with oldmanmopar, get a different vb 1st.
they ok for a stock rebuild on a 5.9 then? it is going into my dart that will have the factory f.i. speedmaster has their magnum castings on sale for 240.00 each, but when you add valves, seals, springs, retainers, you are there close.

Ptu is part throttle unlock. That means if you accel a little, it will unlock the lockup part. Might try a toggle switch but keep in mind. U will have to remember to unlock it when coming to a stop.
