You can take them off and soak them in your favorite penetrant,then work the cable back and forth,or replace them.
Just enough to have about 1/8 of an inch of flat at the radius of the timing marks parallel to the balancer.
I had that issue with my 408 build, did not have an oil slinger.
There was enough meat on the cover to make clearance for the Trck Flow balancer.
