When you slide the collar down the square heads turn when you tighten them down and engage into those slots.
To the OP Down load the 69 Dodge service manual, go to section 19 page 40, Figure 7. It shows how these bolts install.

You need to download a factory service manual for 1968. Section 19-page 33 has pictures of what you need.
Those two square headed bolts hold the steering column tube to the lower Cast portion. They are a little tricky to get right.
