Yes last two pictures are of a 2 speed. But your missing the resistor that mounts above the motor. And you need a two speed switch.

Does sound like a ground issue. Have you taken the wire off the sender and grounded it with the ignition on? It should go to full and stay there.

I had the same problem on my 69 Dart. What has happened is you bolted the arm on the motor 180 degrees out.
