Any tips on removing the hood springs on a 65 Valiant?

Could anyone tell me if there should be any sort of washer or bracket on the lower shock mount bolt of a 65 Valiant? Putting on some new shocks and noticed the previous owner has a "L" shaped bracket being used as a washer off the lower front shock mount bolt?

I was wondering if anyone has used this kit http://www.classicindustries.com/product/mopar/parts/mm8173.html I'm a little confused by how many model years it appears to cover? Any info or suggestions would be greatly appreciated going on a 65 Valiant 2dr Sedan.
