The air valve is on top of the carb. And yes it is adjusted by bending the "tang " but the op is talking about the throttle blades which are below...
I believe that the 5* on the rear plates is to help fuel distribution. Otherwise the back cylinders get rich and the front one's will be lean.

I would start with the timing before condeming the carb.
Do you have a timing light? Pulling the distributer towards you will advance the timing. How does it run with out a load?
Do you have access to different carb?
Sounds like it will be a screamer once you get the carb /timing sorted out.
Start with timing, 12* would be a good place to start.
