    You might also want to consider removing the pan on the bottom of the intake manifold, if there is one. I figured it's not needed (with the crossover blocked) and would allow some heating to the intake manifold from the crankcase. That's what I've done on my '65 273 and it appears to work well...

    If the heads are off, would it be best to put the weld on the inside of the head, which would decrease the air volume slightly? Or might the heat soften the infused hardening of the head (e.g. w/ a ...302 head)?

    If this engine has solid lifters and adjustable rockers, I'd check all the valve clearance settings first. Of course if one is gapped too wide, it will be noisy.     Yeah, it's in in a little cup and it usually attracts dirt because of the presents of oil. It's a spot that usually gets ignored because we don't usually take out the instrument cluster. You don't need to remove the cable.

    On my '65 Dodge, I found a tiny hole in the housing at the top of the cable. Clean that area good and you will find it. The tiny hole is to add a drop of oil. That stopped all the noise from the top of the cable and stopped the needle from jumping around too.

    Aren't coolant overflow tanks required? The cool coolant level can be set correctly in them so that hot fluid is captured and then siphoned back into the radiator when it cools.
