A few questions regarding my directionals which do not work at all. 1971 Dodge Dart Swinger. Is there a fuse for them? Nothing in the fuse block tells me that. Where is the flasher located? Haynes manual is useless. Last question, what is this hanging from my lower dash?

The drivers side bottom molding on the rear window has a hole where a screw should go. There is a screw on the passenger side. Is there even supposed to be a screw here? If so I tried using one but there's no hole in the actual body. Would I need to drill a small hole first? 1971 Dodge Dart
