You said "a gauge." You did not say, a dial-bore gauge. So then, respectfully, I suggest you take it to a machine shop for a second opinion.

Actually you could theoretically use the same TC, just with a weighted flex-plate or weight welded on to the 318 one, in the correct place and amount. As to the retro-fit roller lifters, if they dropped into a 318LA, they should drop into a 360LA just as well. but not onto the flat-tappet cam...

That housing is broken in a manner that seems to indicate that something hit the impeller and it got blasted out front. AS in Oh that's where that bolt went! It would be nice to see the broken out part at least, ce-la-vie I guess.

I've heard many an HEI that would whine. Seems like there are a couple of length rotors and when it's too long it rubs on the towers. at low rpm it it's more like a buzzing, turning into a whine with rpm. It goes away after a while......... after it clearances itself.

Outboards are set up pretty loose to start with. I've built quite a few of those, and was always impressed with how sloppy loose they were, on the bench, yet how quiet they ran. I have no idea how yur gonna successfully run that snot in a piston-port design. Best of luck to ya.
