    Handling without front swaybar?

I’m not sure what car you have and how rough the roads are. But my ‘66 Valiant wasn’t too bad with stock “sport” suspension with 14” tires on Michigan streets which are like 3rd world roads. All these old cars have very soft springs, pretty poor shock dampers & small tires. Like coil springs...

    Roll bar or not!!!???

This is the significant point. If you are on the street & are in an even minor accident you'll probably clunk your head on the roll bar, without a helmet it'll be all over.

Victoria needs good rear shocks now (yeah Help again)

Another vote for the Monroe's. I replaced the original shocks on a slant six 66 Valiant with the Monroe's and they were good, best thing is they are very affordable. I would like to drive a car with the KYB shocks to see how they are,

Too much roll for a 64

Fifty years ago not many Darts had sway bars. So you should start with a front sway bar. A new set of shocks would probably help too. You should also consider disc brakes, the small 9" brakes that originally came on your car are not really adequate for today's traffic. And welcome to FABO!
