I hate to ask this question, but how did you check the choke for proper operation?

I was thinking that a modern V6 like in my 2018 Jeep Grand Cherokee might be a nice swap in a 69 Barracuda. It is surprisingly powerful, gets good gas milage and drives smoothly.

Definitely sounds like the carb is in (or very near to) full choke and staying there. Like @pishta said, look carefully for something that is keeping the choke from kicking off.

Who cares. It's your car. Make it your own. I would never worry unless I had a fairly rare, matching number trailer queen. Otherwise, make it what you want. The more enjoyable it is to drive, the more you will drive it.

I TOTALLY agree with diymirage. If you do plan to put a v8 in it someday, just tune it up and drive it for now. Every penny you spend on 'hopping' up the /6 is money you could be spending on the v8 conversion.
