I would think a tighter than stock LSA (i.e., more overlap) would impact VOC/NOx emissions more so than duration or lift. Keeping the LSA nice and wide would probably give the best chance at passing the sniffer test. I agree - it would be interesting to see the test results!

Shim it however you much you need to to gain the clearance you want. I ended up giving mine 1/8" on one side and 1/4" on the other. You can level the engine by moving it side to side in the saddles if you so desire. Get it where you want it and snug the bolts down. As said, if you have some...

If that Holley 670 is a street avenger, it's got the same throttle bore diameter and venturi sizes as a 600 1850 Holley. If you're looking to make the car faster in the 1/4 mi and upgrading the cam, you may want to step up the carb as well.
