Condensor is automotive terminology for capacitor. In this case it takes radio frequency noise and shorts them to ground. You can use any capacitor of the proper
value, don't waste time and money searching for "correct"

Do I need have it
 
Try the radio without it first and see if you get a lot of ignition radio frequency(RF) noise
coming thru. It would depend mostly on the ignition system in your car and how much RF it throws out. Resistor plugs and spiral wires cut RF way down. My cars
don't have a condensor and have no interference . Original radios also are more
prone to RF, newer types of audio systems have built in RF filters.
 
Gauge voltage limiter is inside that 3 post fuel gauge. That strange clip over one of the studs in a square hole is for its ventilation. If you ever need to replace it with a solid state substitute, those don't make noise.
