I have for sale a pair of 1967-1976 Dodge Plymouth A Body front floor pans. I purchased these and installed; I went a different direction in my build. They do have surface rust. I did not trim any metal off of them only folded the front pinch weld lip flat. Pics below of what they look like installed. The surface rust should be easy to treat then prime/paint.
