Does anyone know what type of adhesive should be used to glue clear plastic to the upper portion of the interior door panel to keep moisture out? I seem to remember it was some type of black tarry stuff that the plastic stuck to but could be removed and re-stuck back on. The bottom part tucks into the bottom part of the door in the long slot.

Go to the hardware store and buy a roll of the 3M double sided tape that is used to attach the plastic sheet to house windows in the winter. It works great.
 
The top three sides were originally a white strip caulk. The bottom edge, to ensure that it remained tucked in the slot, was a long strip of 2" black tape.
 
There are numours brands of caulk rope. I would look for one with a high temp of about 140 deg F

Also there is a seller on eBay selling the precut plastic for various years.

The bottom is the DMT

The Morlite is significantly cheaper
