I learned about 3D printing at YouTube University. The 3D Cad and Slicing software is free. You just need a 3D printer and a decent one can be bought for about $170. Tinker Cad is entry level easy to use 3D cad software. Cura is good slicing software. Start by printing any of the 3D models that are free on the web to learn the Slicer software the the printer. Once that is under your belt, try 3D cad.
 
Before and after shots of the dash. I made a instrument cluster that is symmetrical about the steering column. It will hold the speedometer, tach, and indicator lights. To the left, I have the headlights and wiper switches. Made some bezels for the switches using the 3D printer and chrome nail polish.
