1970 Dart Question on Dual Horns

I have a 70 340 Swinger, When I bought the car it was untouched and original with only one horn is this possible or is it missing I see the wire for the other horn. If its supposed have two are they matched or Hi and Low Thanks in advance.

The wiring harness is the same whether you have a single or dual horns. My 70 340 Swinger only had one horn but I added the second horn.
