1975 Plymouth Valiant Idler Arm Bushing bolt torque spec

I am looking for the torque spec for the idler arm bushing bolt on a 1975 Valiant. I attached a picture of the idler arm. The red arrow points out the bolt. The part number is MasterPro K7086. Here is a link to it:

Two more questions:

1. Installed new tie rod links, after I torqued them to 40 Ft lbs the outer tie rods don't seem to be level with the bottom of the knuckle arm. Is that normal. I attached a picture. I just went out and measure the angle at about 15 degrees.

2. Any idea where I can buy a idler arm bolt with a cotter pin hole. The one that was installed does not have a cotter pin hole.

Maybe it because there no tires or pressure on the suspension?
