Could a clogged manifold cause backfire on the carb and is there a way to clear out the manifold

My guess would be timing is off. Others will have there idea but will need more info. What motor? Adjust the valves! Tune up?

Intake or exhaust ?
back fire would be caused by being out of time, bad distributor cap, timing chain wore out and jumped a tooth, Vacuum leak ... how often does it back fire ? and is it just doing it when you throttle up ?
If your intake runners have obstruction (dirt dobber nest) you will have a cylinder not getting fuel and not firing at all and that plug would be hit and miss and would be gas fowled.
is this a daily driver and did it just started doing this ?
Need a little more info on this.

Never seen a clogged manifold......what's it clogged with?

When I took out 2 plugs they were completely doused with gas. This is a slant 6 and we just put the car together did the timing changed plugs and wires again and there is no backfire now. There is however minimal hesitatation on acceleration in drive.
