Absolutely not normal. I would guess the brush opposite the one the power wire (red?) is connected to is grounded. Once again, either brush should show open or infinity resistance to the case, and the two should show low resistance between them.

What SHOULD happen on a normal, working system, is, if you disconnect either field wire at the alternator, it should stop charging. If you unplug the 70/ later VR it should stop. If you disconnect either wire on the 69/ earlier VR it should stop. I don't know about PowerMaster VR not familiar.

Maybe I missed it, have you pictured your VR?

Brushes are dead nuts simple. There are insulating washers that go along with the holders to keep the screws from grounding them. If you go to Mymopar.com and download maybe the 72 or 73 service manuals, there are diagrams in there that show how to take them apart.
